Thomas C. Creelman, CPP, CFE, CHS--III

Supervising Investigator

NYS Attorney General's Office - Medicaid Fraud Control Unit

We are very honored to have a long-time SPI Member as our Special Guest Speaker. Tom Creelman has been a member of SPI since 1982. Prior to his promotion about a year ago, Tom served as a Special Investigator, then a Senior Investigator. Tom Supervises a squad of 9 Police Investigators, in addition to general supervision duties. Do an Internet Search and you will see some of Tom’s more famous cases. All together, Tom has been a Police Officer in the Attorney General’s Office for about 20 years.

During the past year alone, Thomas Creelman has supervised wire-tap investigations, search warrants, undercover operations and the execution of massive arrests.  Additionally he serves as a part-time Employee Assistance Professional, which he has done for the past six years.  Mr. Creelman was awarded the Attorney General's "Superior Service Award" in connection with EAP services, during “9/11”.

Separate from his position with the Attorney General’s Office, Tom has been an Adjunct Instructor of Criminal Justice, at St. John's University, for the past 9 years.  He has been teaching both undergraduate and graduate courses. For example, this semester he is teaching a graduate course on Law Enforcement Ethics.

Since we all like to list our certifications, let us tell you that Thomas Creelman has been a CPP (ASIS International), for so long that he was awarded Lifetime CPP status, in 2004. He has been a CFE since 1989.  He is Certified in Homeland Security, Level III, by The American College of Forensic Examiners Institute of Forensic Science (ACFEI). He is also a Certified Polygraph Examiner, since 1982. Tom is a Full Member of the American Polygraph Association and the American Association of Police Polygraphists. Tom also serves the Attorney General’s Office as their in-house Polygraph Examiner. He is Licensed in Suffolk County and the State of Vermont.   Mr. Creelman has conducted in excess of 2,000 polygraph exams, since 1982.

In addition to all of that, Tom has been the Sgt.-At-Arms of the NYC Chapter of the Association of Certified Fraud Examiners. Since he has been teaching on Thursday nights, we will all give him a pass for not being at a SPI Meeting in a while, not to mention his very busy and successful life!

Educationally, Tom received an MPS in Criminal Justice, at CW Post, in 1981; An MPA in Administration, at John Jay College, in 1991 and an MA in Forensic Psychology, in 2000.
